It's because pricing is often different on different sides of the border. Where I live (near Detroit, MI) it's not terribly uncommon for people to drive across to Windsor to buy cars. There was a bit of a stink recently when Ford declared they were no longer going to provide warranty service for cars that had been brought across the border after purchase.
