Was the new head installed on the driver's side? Was the thermostat housing opened up? If so, could it be that the thermostat was damaged or left out upon reassembly? I saw a similar thing once where the one doing the job (I won't call him a mechanic) used an abundance of RTV to seal the pipe that goes from the right head to the thermostat housing instead of just using the "O" ring. Turns out that some of the RTV had come loose inside and was keeping the thermostat from closing all the way. He was lucky it didn't shut off coolant flow in that area.
