The told me it can't be insured as an RV since it does not have a
factory installed toilet.

That's really strange.  Progressive insured my '85 Westy and paid off
very fairly when it was totaled, and now Progressive is insuring my '90
Westy.  This is as a standard vehicle, but they do list the '90 as a
'Campmobile'.
