THanks.  YEah the gas gauge is not right.
I put a gallon of gas in and it started fine.
Go figure.
It's running strong now with the new plugs, cap and rotor.
So I have to change the accelerator cable and get plates and
insurance.
THen another bus is on the road.

Hawk: You must have both spark and fuel to start the car. Try this for
fuel:
spray carb cleaner or starting fluid right into the air filter mouth,
then
kick the motor over. If you are out of fuel, the motor should start for
a
few seconds and then die. If there is no spark, the motor will not try
to
start. Next: Unplug the cable at the center of the distributor, hold it
very
close to any part of the engine without touching the metal.  Have
somebody
start the car: If you see a spark jumping accross the end of the wire,
you
got spark, but you need fuel. Remember: you need spark and fuel to get
the
car running.
