You might want to try a larger diameter steering wheel (like the 18" ones found in vans w/o power steering) to replace your existing steering wheel before cutting out the seat swivel mechanism.

My Westy camper has no power steering or swivel seats, but I'm pretty sure that if I lifted the seat a couple inches I could still see the gauges alright.
