Time for a reseal. The definitive answer will be when you take it to a shop with a smog "sniffer". Start engine. Remove cap from header tank. Insert sniffer probe. If you get any HC reading, you've got combustion gases leaking into the cooling system. To determine which head, remove all the spark plugs. The one plug that's significantly cleaner than the others is the leaker. (Steam cleans the plugs right off.)
