Don't touch the lifters. Unless they are so out of adjustment that they are bottomed out, the adjustment will not make a difference. Do the leak down. Better diagnostics should always be done before adjusting and replacing stuff.

Try the updated lifter adjustments first, then redo the comp test. Make darn sure you use the correct German oil filter to prevent lifter issues.
