Personally, I like both these ideas: jerk them around AND insult their manhood/intelligence/gullibility... Aside from the time it takes to indulge these crooks, jerking them around with FedEx shipping charges and long-distance phone calls seems an effective way to increase their costs of doing 'business'.

And there are few things in life as satisfying as duping the duper ...
