Rule that I've heard is: if you have the keys in the ignition and you're in the car you're fair game. Doesn't matter if the van is moving or not. I wouldn't try it with the keys out of the ignition either since I've fought the law and lost (deserved it, too).

BTW- a couple weeks ago a local guy totaled his Vanagon not far from me. He had gotten into a 'road rage' incident the previous day where he was shot at and I guess went w/ friends to celebrate his good fortune. After too much celebration he lost control, spun and hit the left mid/rear against a tree. He and a passenger w/ seatbelts on are alive. The third guy was unbelted and didn't make it.

Lessons learned: - don't drink and drive (duh I know) - wear your seatbelt - luck catches up with you, even in a Vanagon
