I just checked out my current and running version of Microsoft Streets
and Trips 2003 and drilled down to street level on several small
Canadian towns, specifically Quesnel BC, and it's all there.  Looks like
that program would do it.  I purchased at Costco with a big rebate, I
think the net cost was under $20.
