Turns out that the pump is getting power, it's just that the PO had well water and the hard water has left enough deposits that the fins on the pump won't spin without some assistance to get it started. Of course, the plastic fins are brittle that it's just falling apart too. At least the wiring is good!

Thanks for all the advice to this new (and obviously thick-headed) Westy owner!

Forgot to say, check the ground before you start messing with the pump...you need one wire at +12 and one at ground. But you knew that...
