I think so, but I believe some modern electronically-controlled turbos
compensate for this by raising the boost pressure.  I think some
turbocharged airplanes have manually-operated wastegates for the same
reason.


I admit I've never had a turbocharged car (or airplane!), though, so I
could be totally wrong.
