Just got off the phone with MS Support.

Turns out the new Delorme USB Earthmate USB GPS Receiver I have is incompatible with MS Streets & Trips 2003.

Here's the Microsoft Knowledge Base Article

The following GPS devices are incompatible with the Microsoft programs DeLorme Earthmate DeLorme Tripmate* Sony SkyMap Rand McNally 1225B-R1 Pharos StreetsNav GPS Haicom HI-202e

Since MS Streets & Trips seems to be about the only GPS software with Canadian Maps .... I'll be looking to purchase a compatible USB GPS Receiver.

So far I have turned up two units that claim compatibility:
