I don't know what the padding is that is used in the engine lids, but I had an engine fire and it burned the plastic off the sound proofing but the sound proofing did not scorch, ignite or flame. I'd be way, way shy of putting anything flammable in there. If you have doubts about what you're putting in there just test it and see if it shrivels up, ignites or flashes. If you want info on flame retardant procedures for standard fabrics etc. search macrame on Google, we used boric acid??? something simple like that on hanging baskets using sisal and choir ropes.
