Normal is as normal does. First, make sure you are using the VW or Mahle filter. I've seen this issue resolved many times by just putting on the correct filter. Verify also that you are using the correct weight oil for your conditions as given in the Owner's manual or Bentley. Even then, you should not consider this a problem if they quiet down after 10 to 20 minutes of driving. Until they quiet down, shift sooner than normal and use light throttle and no significant wear will result. 90% of complaints of this issue will be resolved by factory spec filter, factory spec lube and factory spec adjustment.

If you still have one that won't pump up then you must pull the lifter and fix it or replace it.

If I had a WasserBoxer, I would very compression balance at 2 turns in per spec, then reset to Boston Bob procedures and verify compression again. The better balance will win the comparison.
