The seams are not sealed on the inside IIRC which means that no matter how much sanding you do, air can still get to the surface from the back side. The only permanent solution would be to remove the seam sealer, sand out the rust and zinc chromate the seam. Remove the interior panels and do the same treatment to the inside of the seam. Paint it. Haven't used a steam cleaner yet, but have had good success with a heated wet/dry vac that allows you to spray water cleaner onto the surface and then suck it back out. My interior was filthy too. Most of the dirt seemed to be IN the foam - not just on the surface. It took me several cleanings followed by watching the dirt magically re-appear to realize :( > On all rear seat vanagons do they have shoulder restraints seatbelts?
