Could be a bad head gasket pushing combustion gases into the system. Not what you want to hear, I know, but there aren't many other places air can get in unless you're leaking coolant elsewhere. Check for a bad expansion bottle cap and make sure the hose between the bottle and the reservior behind the license plate is good. It's a bit of a long shot, but sometimes a bad cap or a leaky hose will let coolant out but won't allow it to be pulled back in.
