Not only does the luggage rack not _have_ to be water tight - it _shouldn't_ be water tight. Our design is intentional. The original VW luggage rack seal also was not a seal, just a trim piece. If you look at the top of your luggage rack, it has holes in it for rain water. The rain water must then travel past the "seal" to the rain gutter. A true "seal" would impede that drainage.
