After 25 years of Michigan winters the rocker panels were rotting out but there was almost no underbody rust, and the undercoating was still all there, even in the fender wells. I hit some of it with a 3M paint removal disc once and it just roughed up the surface. I think it would resist anything short of a grinding wheel and even then you'd have to work at it.
