I've been eBay'ing for quite some time and I've never received a second chance offer. Sounds fishy.

I had bid on an item and at the last minute after 2 days of inactivity, someone came in and bid higher. I kept increasing my bid until it cost too much for me. I lost the bid (I was OK with that). Then I got a second chance offer to buy at my highest bid. I declined. Then I bid again different auction selling the same item with similar results. Again, a second chance offer. Question is, is it normal for the second chance offerings?
