If you were selling something on e-Bay and the high bidder was lame and never followed through, would you send a second chance offer?? Many do, but I would verify the e-mail address attached to the original item offer is the same as the second chance offer. It is a legitimate technique set up by e-Bay, but doesn't prove the second chance offer is from the same source. A bit of follow-up will discover the right.
