The process is legit. If it's abused by the seller due to shill bidders, just say no. They can't make you buy it, they are just giving you the chance to buy it at what appears was your top offer. I was outbid by some negative number bidder. I had only made the one minimum bid. When the other guy got his next negative rating point, I was offered the item at my initial bid. That was nice.

If I saw any evidence of shill bidding, I would leave that seller hanging like peppers in the hot New Mexican sun.
