It's pretty obvious what a second chance offer is (duh)...

What I was saying is that it's seldom used, and when the same seller uses it twice on two different items to the same bidder, that's FISHY.

I sell on eBay and this is what a second chance offer is: a opportunity to buy the item you lost to the highest bidder who did'nt buy the item.

So the seller has the option of relisting or offering it to a lower bidder or underbidder.

It is a eBay sponsored action and in no way is it a scam. No one forces you to bid higher in an auction but yourself.

You are offered a second chance to buy it at your highest bid, not the highest bid placed by the person who outbid you but then did'nt buy the item for whatever reason.

This is not some kind of shill deal, unless you can find by researching it that the seller is involved.

Yes there are sellers with several ID's . These are allowed as long as they don't interact. If you find evidence that the seller is bidding on your auction thru another ID of his or someone elses.- this is a violation of eBay policy and you should report it.

A better place to ask these questions is on eBay forums. You'll get a lot of good information there.

I had bid on an item and at the last minute after 2 days of inactivity, someone came in and bid higher. I kept increasing my bid until it cost too much for me. I lost the bid (I was OK with that). Then I got a second chance offer to buy at my highest bid. I declined. Then I bid again different auction selling the same item with similar results. Again, a second chance offer. Question is, is it normal for the second chance offerings?
