Is it coming from the heater vents, or is it coming through the metal? If it's coming from the heater vents, your heater valve is stuck partway open, probably due to a kinked cable. Check the archives, there were some posts about this a couple months ago. A quick check is to drop your spare tire, reach up in there, and manually close the valve. If the heat goes away, you found the problem. If it's heat soaking through the metal from the radiator, adding insulation to that area is your best bet. The Bently also details a "hot footwell fix" but I suspect it would have been standard by 1990.
