It could be anything.  Bad fuel injectors, air leaks etc etc.

Vanners,

Symptoms are the van idles rather low and bit unsteadily, occasionally
dies
when stopping, after the clutch is disengaged.  Mostly dies in those
circumstances when the A/C is on.

Jumping the idle control device didn't help.

Any ideas?
