Had this same problem with my 85 the first summer I owned it. I dropped the spare tire, pulled the valve out (very easy, just two spring clamps, use vice grips) and although it looked like it closed fully, it still leaked under pressure. Replaced it with one from the bus depot (only $7, very common VW part) hooked the cable back up and no more heat in the summer. The BEST thing I ever did to the van, because the westy AC doesn't work well with the heat on.

Once you have done this you will know the easiest way to flush the coolant out. Buy one of the cheapo T fittings at your FLAPS and put it in place of the heater valve, no cutting of the coolant hoses required, open the rear heater valve, turn on the hose and flush out that nasty old coolant.
