You can hope that the cable is not quite moving the lever far enough but the problem may well be the valve itself. I have replaced many of them when they stopped shutting off all the way.

$15 part, not that hard to change. Behind the radiator in 83 and newer so easier to get at when the radiator is out. In 82 models it is inside the dash area, next to the glove box.
