There is a screen in the tank, and a clog in the tank can cause this symptom. You can blow some air up into the fuel line going into the tank as a temporary remedy, and even if this doesn't work, you may notice that the fuel coming out of the line has rust/dirt particles in it. I'm not a mechanic, but this is my best guess.
