Ozone is the treatment of choice for water in Europe, whereas here in the US we use gaseos chlorine for treatment in the water treatment plants. In smaller scale operations, chlorine bleach pellets are used, and the concentration monitored closely in all cases.

So far a water treatment is concerned, the concentration of any of these agents is based the desired concentration at the water tap where samples for testing are taken. That means at the plant the concentration is realy high, because the treatment agents become less concentrated the further the water goes from the source.
