Can't comment on the oil spray part of your question, however, a failed water pump on a rebuilt 1.6 diesel with 12k on it forced me to replace the engine. I did so with a new VW NA 1.9, there is only 11k on it at present but it doesn't seem at this point to have much more zip than the 1.6 had. It does seems to be a bit smoother but not much more power.
