Hello, I have a bike rack in the front AND one in the back,

That is because I need to transport 4 bikes and I think that for longer distances two on each rack is better.

I drive the bus (73), with the racks on all the time. I never bother to take them off.

My gutless wonder is not affected with the racks, and/or with the bikes on the racks. I could not tell any difference in performance, nor to my surprise in wind noise.

Just this person experience.
