Know that if you used the worn 1.6 injection pump on the 1.9, it explains the power issue. Even the injectors should be higher flow. Is VWOA like Mercedes and supply all their replacement long blocks with reman pump with time of delivery pegged?? Still, check that the injectors are correct part for 1.9. For sure, you will need the 1.9 injection pump or you will be running at 15% less fuel flow then the 1.9 needs to give it's full design power. Also, point of delivery must be verified. Off by more than a few degrees can explain loss of power.

For diesels particularly, it is correct procedure to rebuild both the motor and pump as they typically wear out together. Just as the cylinders lose pressure from wear over time, so does the pump continually lose fuel delivery pressure/volume from wear over time.
