Go to California, drive the Vanagon around for a few hundred miles.
If you don't think it'll make a trouble free trip back to Pennsylvania,
don't buy it.
If it had a recent smog approval in California you can expect it to be
pretty much road worthy.
If it won't pass CA Smog inspection it most likely won't pass any other
state Emissions Control Inspection.
If it's not a very good Van I'd never put my Wife and Child in it.
