Maybe it's tuned differently in the van application. I don't know if VW does this, but it's not uncommon for other car manufacturers to tune van engines for more low-end torque at the expense of horsepower at the top end. Vans also tend to have more restrictive intake and exhaust systems than passenger cars, due to lack of space.
