Subject:      leaky Propane Questions

So I have this new to me'80 Westy and when I took it to the propane guy he over filled it, I'm pretty sure. When I turn off the gas it doesn't leak, but when I turn it on it does...even when I open it all the way. I'm wondering if it might not leak if I could get the pressure down. I don't understand the principle the overflow valve works on. If I open the overflow valve will it stop leaking when tank reaches the proper level?
