The turbocharger is not the problem on the 1.9TD, it's the injection pump. The boost mechanism sits high on the pump and will not fit under the engine lid. The factory 1.6TD Vanagons have a special pump with a boost mechanism that mounts to the rear of the pump instead of on top to solve this problem. The 1.6TD engine used in the Golf/Jetta has the same injector pump clearance problem and the additional problem where the turbocharger interferes with the left engine mount.
