I think you'll find that filing for a title for 'Abandoned Vehicle' will get you better results. With a certified letter that isn't responded to sent to the last known address it'll work. You just need to specify the charges and any storage charges that might apply. The total process takes about 30 days but it's worked for me several times. Got one free 1991 Buick and one 1989 Dodge Caravan. Strange but they were both nice cars, owners just fell on hard times and all I had in them was parking for about eight months.
