You really need to get under there with the engine running and see where those drops on the tin covering of the head are coming from. If at rest there are drops from inside the tin then quite probably yes...head gasket. I suppose that moving could cause some drops to be splattered from other sources onto the head push rod tube cover. Hope that the later turns out to be true!!
