This is the one I use... outside your price range, but if you happen to have a hitch already, this is an excellent rack.

I used the fold-down model, and the optional locking knobs for a coast-to-coast tour... I was able to fold the rack down and open the rear hatch without removing the bike, a real help when breaking camp and moving on each day.
