If it has a current title, it should be possible to track the ownership. If it was, in fact, a former U.S. Military vehicle and the gov't was the importer, that should show up and re-titling it shouldn't be a problem. At least in MA, not having plates does not imply anything about the title (I have a clear title on Reinhardt, but he hasn't been registered with plates for 4 years.)
