The two are not interchangeable. One goes before the fuel pump and one after. You can add the metal one to any year, but only after the pump; it cannot replace the plastic one before the pump because of a different sized inlet.

If you look at the Details pages on our website (linked below), they show the supposed applications of each. Supposedly, non-California-emissions models used only the plastic filter until 1986. However, I have seen earlier Federal Vanagons that had the metal ones even though they were not "supposed to" and visa-versa (and some that had both). So the only failsafe way to make sure of what you have is to take a quick peak underneath the van (toward the rear but in front of the engine, inline with the fuel pump), where they are clearly visible.
