Paint that goes on like that won't adhere very well as there is more
than likely a layer of dust, dirt, or oil between the body paint and the
new paint.  If the paint is cured (dried) then paint thinner won't get
it off and Lacquer thinner will take both the body paint and the
unwanted paint.  One technique I have used with success is to take a
very sharp razor and slide it over the surface of the paint at a very
shallow angle...as if you were shaving.  I've found the unwanted paint
will be sliced off without any noticeable damage to the paint. Any thing
left after this can often be rubbed off with rubbing compound and then
waxed.
  If you keep you car waxed these sorts of things are much easier to
remedy.
