Hmmm.... My '82 came in from New York. Didn't have the California package, naturally. Seller smogged the vehicle before it was sold to me though he was "in the business" (managed a local charity's car donation program) so maybe he cheated. In any case, I had to have it inspected by the California DMV before I could get California plates and the inspector clearly was looking for the manufacturer's "smog compliance" sticker in the engine compartment. It was a Federal, not California sticker, but there were no hassles.
