Helped the son of a friend do that just last month. It took two trips to the DMV. First one was before picking the car up, second one to have the VIN number inspected. Had all of the paperwork mailed to him. Went to the DMV with the paperwork, paid the fees and got a temp sticker. Drove the car with the sticker. When the car was here got the smog test done. Once it passed smog took all of the paperwork in and went to the rear of the DMV for inspection (no need to wait in line again, just ring the door bell). When the inspection was signed off went inside DMV and got the plates. In total about 4 hours spent at DMV
