Subject:      Draining fuel tank?

When removing the fuel hose from the fuel pump ('88 Westy), should I be
able to drain most of the fuel from the tank? When I did this to install a
clear filter, I noticed that I only got about 1 liter of fuel (tank was 1/2 full)
before the flow stopped. Is this normal, or do I have a clogged outlet in the
tank?
