It's just freedom from restraint. It's been going on since Adam was a toe head. Most civilizations and even tribes have yearly rites for such frivolity. Since we don't have these type rituals today in America, it is quite natural that such gatherings crop up and become popular, at least for a minority of free-thinkers. Mardi Gras in New Orleans is an example, as it the spring break mayhem for the college students. It is just fun to be and act differently and see things otherwise never seen in day to day existance.
