The new rules requiring OPD valves only apply to portable, barbecue grill type cylinders. The horizontal, permanently installed cylinders in our vans are exempt. Shop around and see if you can find a propane dealer with a clue, preferably one that fills motorhomes on a regular basis. About the only thing that can make the tank technically illegal to fill is if the information placard on the bottom is missing. Mine appears to have turned into powdered iron oxide years ago, but I doubt anyone will crawl under there to look.
