Turned out to be a faulty resister the size of my fist. it is located behind the front left headlight. [it really is, must be to cool it off by wind] mine was a blue/green color. You wil be able to tell it's damage on site, or at least i could. mine had burned itself and cracked. it's very large. i had to get a new one from a VW dealership. $40-50. If it's broken, the high fan kicks on instead of the low. and way more often. it's very much, louder and more annoying.
