This would be really terrible. You'd either blind other drivers or have light in all the wrong places yourself. Don't waste your time. Fix the low beams by one of the methods exhaustively discussed here: Get E-code Vanagon headlights, get a South-African grille and use 7" round E-code lights, get an older 2-light grille and use 7" round E-code lights. Using 7" round USS sealed-beams (H6014 or similar) would at least give you a good implementation of the standard US-pattern low beam and they're very cheap -- but the round E-code lights aren't all that expensive.
