When you tow a car 'four down' you just unlock the steering column. The same front end geometry that makes a car go straight when you take your hands off the steering wheel will make it follow the tow vehicle, too. The only problem is you can't back up more than a few feet. Also, sometimes on very tight turns the wheels may want to turn the wrong way, especially if your tow vehicle has a long rear overhang.
